North Central Release Paths

A North Central release must be read with its disposition, which is the code or stated reason that ended that facility stay. A pretrial detainee may leave on bond or under a court order while the Monongalia case continues. Someone who has completed a local sentence may return to the community, sometimes with probation, home confinement, or day-report duties. Parole is conditional release from incarceration under executive supervision. It does not mean the whole sentence has ended.

Other exits are transfers. A person can move into a WVDCR prison placement, another regional jail, federal custody, or a jurisdiction that placed a detainer. A detainer is a request or legal hold from another authority. The person has left North Central in those cases but has not necessarily entered the community. Even a parole grant at a regional jail is not the physical release event. The West Virginia Parole Board says regional-jail grantees first move to a DCR site for intake and fingerprinting, with actual parole release estimated after that process. The release entry must show the destination or legal reason.

Confirm a North Central Release

The official WVDCR regional-jail offender search is the first check for a Monongalia County detainee. It can support that the person remains in custody at the displayed facility and update time. It is not a verified North Central release archive. A no-result answer calls for a second source, not a quick conclusion. The court file explains the authority for bond, dismissal, sentence, or transfer, while the facility record supplies the operational time and release code.

1. Search the regional-jail tool with the available name fields. Compare age, date of birth, booking data, or other identity details when shown.
2. Check both the Monongalia magistrate and circuit case paths when the matter may have moved between courts. Read the latest bond, commitment, sentencing, or amended order.
3. Search West Virginia VINE for the same person and facility. Treat a custody-change alert as a prompt to verify, since notifications can follow agency processing.
4. Ask WVDCR for the booking and release entry when the live search no longer returns the person. Give known spellings, an approximate booking period, and the Monongalia case or booking number.
5. If the entry says prison, parole intake, federal custody, or another agency, continue with that receiving system. Do not label the movement a community release.

North Central Release Record Fields

A focused North Central records request should connect the end event to the correct admission. Provide the full name, known aliases, a date of birth or another identifier, and an approximate custody range. Ask for the booking or commitment number, arresting or committing agency, admission time, charges and holds, linked court numbers, release date and time, release reason or code, and any destination or transfer agency. If a code is abbreviated, request the custodian's definition instead of translating it from an unofficial site.

A court order and a facility release record answer related but distinct questions. The order gives legal authority. North Central's entry records the physical custody system's action. A dismissal in one case does not cancel a separate hold, and a transfer destination does not signify freedom from custody. A certified or custodian-provided entry with both timestamp and disposition is the strongest administrative proof that the person left North Central under the stated mechanism.

North Central Records and Contact

The official North Central facility page is the source for its identity and contact details. Call the facility for person-specific release logistics that staff can lawfully provide. For an actual copy of a booking, movement, or release record, direct a reasonably specific West Virginia FOIA request to WVDCR, the public body likely to hold the regional-jail entry. The Monongalia County Sheriff's Office may hold its own arrest or incident record, but it is not automatically the custodian of North Central's release data.

Under West Virginia Code §29B-1-3, the request should describe the record with reasonable specificity. The public body must act as soon as practicable and no later than five days, excluding weekends and legal holidays, by furnishing copies, setting an inspection time, or issuing a written denial with reasons. That response rule does not guarantee every field is open. Sealed material, juvenile information, privacy limits, and security-related exemptions may apply. Ask for segregable nonexempt parts if a portion is withheld.

Why Monongalia Cases Reach Greenwood

North Central has operated in Greenwood since August 2001. It is in Doddridge County, not Morgantown or Monongalia County, and serves Doddridge, Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, and Wood counties. This geographic structure is why someone arrested in Morgantown can appear at a Greenwood facility without the case changing counties. The arresting agency and Monongalia court stay tied to the local matter while WVDCR manages secure custody elsewhere.

The official directions place the facility off U.S. Route 50 at the Stone Valley Road exit. That detail helps identify the correct agency, but it does not establish where a person went after release. The court file remains in the proper Monongalia case system. The booking and release entry remains with WVDCR. Commercial directories that use the label “Monongalia County Jail” can obscure this split and should not replace the official sources.

This regional history also explains why the release trail crosses several cities. Courts and the sheriff are in Morgantown, the secure facility is in Greenwood, parole service for Monongalia is based in Clarksburg, and WVDCR headquarters is in Charleston. The right record depends on the question, not the nearest building.

North Central Jail and Prison Records

The words “Regional Jail and Correctional Facility” describe a hybrid institution. A person may be on the jail side for a local pretrial or short-sentence matter, or under state correctional authority. WVDCR separates its public tools for that reason. The regional-jail search and Daily Incarcerations are aimed at current regional custody. The prison offender search is the better path for a state prisoner and may show intake, location, court orders, next parole hearing, maximum parole discharge, and a Projected Release Date.

A Projected Release Date is a forward calculation. A parole eligibility date only marks when review can begin. Neither is the actual door-out time. Likewise, the Escapees and Absconders list reports an exception or alleged supervision issue, not release. Read the status label, facility, source, and date together before deciding which office holds the next record.

North Central Release Logistics Limits

The official facility material does not publish North Central release hours, a release door, weekend or holiday rules, property-return instructions, a family waiting point, gate money, or transportation options. Its visitation schedule cannot be turned into a release schedule. The Greenwood setting may affect planning, but no official transit source supported a claim that a bus, shuttle, taxi, or rideshare serves the gate.

Call 304-873-1384 for current, person-specific logistics. Ask what staff can confirm about the release process, where an approved pickup should wait, and whether a transfer changes that plan. A court event, VINE alert, or parole decision may precede the operational release. Do not arrange a time-sensitive pickup solely from one automated update.

Community control may follow secure custody. The Monongalia County Day Report Center and Sheriff's Home Confinement Division are programs, not detention facilities or public release ledgers. Their presence can explain where a person reports next. The North Central entry and controlling court order still establish the transition out of secure custody.
